How the year begins

There is no single verse that I can find that clearly states how to start the year. There are many implications however that the beginning of the year always starts on the 4th day of the week after the spring Equinox.

Exodus 12:2 (NASB, New American Standard Bible)“This month shall be the beginning of months for you; it is to be the first month of the year to you.

Start counting days on the year on the 4th day of the week

Starting the year every year the day of the equinox The problem: Shabbat would end up on a different day of the week every year. For one whole year, Shabbat would fall on that day of the week (Just a day earlier than the group mentioned above). Every 4 years the Sabbath would change by two days.
Every 364 days, no intercalation. Day 365 restarts the calendar. The problem: after 182 years, spring would become winter and winter would become summer.
The Wednesday following the equinox, 7 year lunar cycle determines intercalation times.
